One research firm, two 2025 numbers for the same market, $33.7 billion apart

Read five research firms' own pages for the size of the global localization and language-services market in 2025 or 2026, and the numbers run from $27.78 billion to $96.9 billion, a 3.5-fold spread. One firm, The Business Research Company, sells two separate reports that both claim to cover 2025: $27.78 billion under the title "Translation Services," and $61.48 billion under the title "Language Services," a $33.7 billion gap inside one research house. Two listings of what looks like the same Language Services report disagree with each other by $0.39 billion and 0.7 points of CAGR. None of the headline figures that circulate in press releases states its scope.

Five figures, read directly off the source pages

Each of these is dated to when it was published or last confirmed current, not when the underlying year it describes occurred.

18 February 2025. A reseller listing (product ID 1659199, 200 pages) for The Business Research Company's Language Services Global Market Report gives 2024 at $58.05 billion, rising to $61.87 billion in 2025, a 6.6% CAGR, and projects $90.82 billion by 2029 at a 10.1% CAGR.

12 September 2025 (per a Japanese-language listing). A second reseller listing (product ID 1840505, 250 pages) for what reads as the same report title, Language Services Global Market Report, gives the same 2024 base of $58.05 billion but a different 2025 figure, $61.48 billion, at a 5.9% CAGR. Same firm, same title, same base year figure, a different forecast year figure and a different growth rate.

25 November 2025. A press release distributed via EIN Presswire for the same firm's separately titled Translation Services Global Market Report gives 2024 at $26.7 billion, rising to $27.78 billion in 2025 (4.1% CAGR) and $34.24 billion by 2029. This is the figure a casual Google search surfaces most often, because it is the one with an active, free, syndicated press release, not the one in the $61 billion range.

September 2026. 360iResearch's library page for Translation And Localization Services Market, Global Forecast 2026-2032 (194 pages) gives 2025 at $54.98 billion, 2026 at $58.82 billion, 7.46% CAGR, and $91.03 billion by 2032.

2026 Nimdzi 100, published and made free to access in 2026. Nimdzi's own report page states the language industry reached $72.6 billion in 2025 and projects $73.4 billion in 2026, under 1% CAGR, reaching a $76.1 billion base case or a $96.9 billion optimistic case by 2030, the latter contingent on language service providers becoming "content service providers."

Five report dates, five 2025/2026 figures for "the market" publication dates as listed by the reseller or publisher page 18 Feb 2025 TBRC Language Svcs (200pg): $61.87B 12 Sep 2025 TBRC Language Svcs (250pg): $61.48B 25 Nov 2025 TBRC Translation Svcs (same firm): $27.78B 2026 Nimdzi 100 2025: $72.6B 2026: $73.4B Sep 2026 360iResearch 2026: $58.82B The gap that should not exist: one firm, one claimed year, two titles "Language Services," 2025: $61.48-$61.87B "Translation Services," 2025: $27.78B Both published by The Business Research Company, both dated to 2025, $33.7 billion apart. Neither press release states what activities the other report's title excludes.
Every date above is a real publication date. The disagreement is not forecasters being wrong about the future; it is the same year being measured five different ways in the present.

The widest gap is inside one firm, not between firms. The Business Research Company's own "Translation Services" and "Language Services" reports, both claiming to describe 2025, differ by $33.7 billion, a 2.2x multiple. If a single publisher's two product lines cannot agree on the same year within their own catalog, a buyer comparing publisher A to publisher B is comparing undocumented scopes, not undocumented futures.

Even same-titled listings disagree. The 200-page and 250-page editions of what reads as the same Language Services report give 2025 figures $0.39 billion apart and CAGRs 0.7 percentage points apart, off the identical $58.05 billion 2024 base. That is consistent with a report being updated or re-issued without the reseller pages being reconciled, which is a data-hygiene problem on the distribution side, not a forecasting disagreement.

Nimdzi is the one source that names its uncertainty rather than hiding it. Its 2026 report states explicit headwinds, U.S. budget freezes, English-only policy moves, and tariff-driven dollar weakness, and publishes a base case ($76.1B by 2030) separately from an optimistic case ($96.9B), rather than blending them into one number the way a press release typically does.

Where the gap actually comes from

None of the five sources published a scope paragraph in the material that actually circulates. Press releases carry the headline figure and the CAGR; the activity definition, what counts as "language services" versus "translation services" versus "translation and localization services", sits inside the paid report, which almost no one who cites the number has read.

Same spending, sliced at different scope boundaries none of the five press releases states which boundary it used Translation only: ~$27.78B + software localization, subtitling, QA: ~$55-62B + interpreting, language tech platforms: ~$73.4B + LSPs as full content service providers (optimistic): ~$96.9B Bar widths are proportional to the stated figure. The boundary each publisher drew is our inference from the report titles and figures in Table 1, not a line any publisher confirmed; treat it as the likeliest explanation.
We did not obtain any publisher's internal scope definition; this ladder is our own inference from the titles and figures, offered as the most likely mechanism, not a confirmed fact.

The pattern that fits best: "Translation Services" counts per-word or per-minute translation and machine-translation licensing only. "Language Services" and "Translation and Localization Services" add software localization, subtitling, interpreting and QA. "Language industry" (Nimdzi's term) adds language-technology platform revenue on top of that. Each step up the ladder adds real spending that the step below genuinely excludes, which means every number in Table 1 can be simultaneously correct and simultaneously useless for comparison, because none of them says which rung it is standing on.

What to do with this if you are budgeting or pitching localization

Never cite a headline market-size figure without its scope sentence. If the source you are quoting does not state, in the same sentence, what activities are included, assume you do not know what you are citing. Go back to the publisher's report page and find the definitions section before it goes in a deck.

Do not average the five numbers in Table 1. Averaging $27.78B and $73.4B produces a number that describes nothing, because they are not measuring the same thing with different precision, they are measuring different things. Pick the scope that matches your actual spend category and use that publisher's number alone.

Prefer the publisher that shows its uncertainty. Nimdzi's base case and optimistic case, stated separately, with named headwinds, is more usable for planning than a single blended CAGR, even though its absolute number is in the middle of the pack rather than the most impressive one.

Build your own bottom-up number for internal decisions. None of these five top-down market sizes will tell you what your own localization program should cost. Sum your own vendor invoices, per-locale, per-asset-type, over the last four quarters, and use that as the number you defend internally. Use the market-size reports only to argue direction (is the overall market growing or shrinking), not magnitude.

What would prove this wrong

The claim under test is that published localization and language-services market-size figures for 2025-2026 disagree primarily because of undisclosed scope differences, not primarily because of genuine forecasting disagreement about the same defined market. This is wrong if a majority of the five publishers in Table 1, when their full paid reports are checked rather than their press releases, turn out to define an identical activity scope and still land on figures more than 1.5x apart; that would point to a forecasting-methodology disagreement instead. We have not read the paid reports ourselves and are flagging this as the open question a reader with access to them could settle.

A second, narrower and dated prediction, marked as judgment: by 1 October 2027, we expect at least one of the publishers above to publish a next-edition report that either states its scope explicitly in the free press release or revises its own prior-year figure by more than 10% without explanation, repeating the pattern seen in the TBRC 200pg-vs-250pg edition gap. If every publisher's next edition instead reconciles cleanly with its prior one and states scope upfront, that prediction was wrong.

FAQ

How much does localization cost in 2026, at the market level?

Depending on which research firm and which report you read, the 2025-2026 global translation/localization/language-services market is sized anywhere from $27.78 billion to $96.9 billion, a 3.5x spread. The Business Research Company's Translation Services Global Market Report puts 2025 at $27.78 billion. Its own, separately sold Language Services Global Market Report puts 2025 at $61.48 billion to $61.87 billion depending on the edition. 360iResearch puts 2026 at $58.82 billion. Nimdzi's 2026 Nimdzi 100 puts 2025 at $72.6 billion and 2026 at $73.4 billion, with an optimistic scenario reaching $96.9 billion by 2030.

Why do localization market size reports disagree so much?

Primarily scope. A report titled translation services, one titled language services, and one titled translation and localization services are measuring different bundles of activity (interpreting, software localization, content creation, machine translation licensing included or excluded), and the press releases that circulate these figures rarely state the scope paragraph, only the headline number. The Business Research Company itself illustrates this: its Translation Services report and its Language Services report both claim to cover 2025, and they are $33.7 billion apart.

Which localization market size figure should I use in a business case?

Cite the report's scope definition, not just the headline figure, and say which one you used. Nimdzi's 2026 Nimdzi 100 is the most transparent in this set, naming its headwinds (US budget freezes, English-only policy moves, tariff-driven dollar weakness) explicitly and publishing a base case and an optimistic case separately rather than one blended number. For an internal business case, a bottom-up estimate from your own vendor quotes will be more defensible than any of the five top-down figures in this article.
